Trivia

Each of the Pokémon-ex in EX Ruby & Sapphire seem to be based on popular cards from pre-EX Series sets. This card in particular appears to be based on Fossil Lapras.

Origin

Energy Ball is a move later introduced in the Generation IV Pokémon games that Lapras cannot learn. Confuse Ray is a move in the Pokémon games that Lapras can learn.
