I don't think it's too much of a stretch to say they just so happened to use similar designs. I think the eyelashes are just the style they use for detectives. The detective off Lupin the third had the same eye lashes. Gumshoos is just your run of a mill complement of various elements from the detective, hooligan/authoritative genres. nothing really else. I still think that the gums part might relate to age.
