Just personally, I'd rather have to delete the talk page of a vandal than have new users go unwelcomed for fear that they may be a vandal. I appreciate you looking out for other users, but I need to point two things out. First, remember that you can use {{Template|Userspace warning|0}} to warn users about the policy. Second, be careful on how you say things to other users. When you said "you will have a temporary block if you continue," it makes it sound like you're going to implement the block, which probably won't happen unless it is really severe. Do remind others about potential consequences about rule-breaking, but leave the official decisions to staff.
