There is his guy in Sapphire/Ruby at the Mauville Pokécenter, he says "I'm GIDDY! I have a scintillating story for you!" then you can choose to listen or not. If you do, he will ask questions like "NOUN is so verb! Don't you agree?" and you can choose yes or no, then he will say "Also, I was thinking..." and repeat this a few times, then end with "That's about it, I think... We should chat again! Bye-bye!"
The NOUN (always upper case) can be all sorts of things, like PLANS, MAIL or MACHINE, as well as Pokémon names. The verbs are usually things like "magical" "desirable" "relaxed" "sunny" etc.
Sometimes he will say things like "Lying back in the green grass.... Oh it's so, so nice!" or "Wouldn't it be nice if we could float away on a cloud of bubbles?" or "When you write on a sandy beach, they wash away. I makes me sad." and more.
In all my times working with both Ruby and Sapphire I have yet to figure out what this guy is for, and if at all he has any importance on game mechanics. Still like him cause he seems so weird and sometimes the things he says are so oddball and funny.

First NPC

Actually the Mother is the first NPC in the games. Then you'll see at least one inhabitant of Pallet Town (it is not possible to avoid her), and maybe you'd even see Gary and Gary's sister before you meet Oak. Sina and Dexio

- I don't know about official art, but the whole point of a wiki is that anyone can edit it. Most people are currently preoccupied with adding data-related things (learnsets, wild availability, etc), but that doesn't mean you can't start up a storyline-related page like this in the meantime!
