Dialga and Palkia are only considered so because of the spacetime control. You see where it says in Rayquaza Kyogre and Groudon's Trivia section that they are the only version mascot legendaries without signature moves, shouldn't it also be said that this is probably because they have signature ABILITIES instead? I mean I don't any other Pokémon with Drizzle, Drought or Air Lock (thouh the Psyduck family have Cloud Nine, which does the same thing as Ray's ability).
