:I can explain that since I'm the one who removed it: this user tag autocategorizes. For example, if some puts <nowiki>{{User Country|Australia}}</nowiki> on their userpage, then he will automatically be categorized in the category {{cat|Users from Australia}}. Now, we don't have a category called "Users from Europe" - because that's not a country, as you pointed out yourself. That causes the nonexistent category to appear on the Wanted Categories list, which isn't good.
