I don't know why the so-called MissigNo. Master is so upset that Phione is a legendary! I could say more reasons why it is I just don't want to, and some of them are already said, becasue it's so obvious! It is!!! DEAL WITH IT! Now, another reason nobody has said or at least so far I've read, it makes no sense to make a legendary Pokémon to breed ''into''(I don't know which preposition goes here) a not-legendary one. That's just not logic!, I mean, we all know Manaphy IS legendary right, then why would it be able to bread (into another species, anyway) into a not legendary?? Would other legendary breed (if more could) into a not-legendary one? for example a Moltres if it could breed together with Ditto... you think the baby would be a, say, Growlithe?
