:::The 600 BST is probably the most important part. The whole point of the term "pseudo-legendary" was in reference to the high BST that was otherwise restricted to legendaries. Also, nobody argues that Haxorus or Flygon are considered pseudos while there are many who consider Archaludon to be one.
