About this, ‘’Pokémon Masters EX’’ explicitly indicates that Mt. Silver’s Pikachu was caught in Viridian Forest, which would also explain why he stays in Poké Balls while still being high leveled. While of course Pokémon Masters has its own continuity, it further supports the notion that the Pikachu fought in Mt.
