Yes, Lance didn't have the title of Champion in the Kanto games, but it's not unthinkable for the Elite Four/Champion concept to apply to the anime at all. Even when he was the Champion, there was no indication that Will/Karen exist in the anime, nor did Koga ever become an Elite Four member. In fact, Agatha appeared after Lance! ::::::Additionally, I don't see how him being called an Elite Four member is somehow a "reference" to Let's Go as you two are claiming. His outfit introduced in JN012 is his HGSS outfit and his dialogue is based off of his Champion dialogue from HGSS! These are very clear and objective references, unlike simply saying "he's an Elite Four member".
