So I've been playing HeartGold lately, and one thing I noticed is that when I triggered Raikou and Entei's roaming, every time I met them, even my severely underleveled (20 levels lower) Poliwag moved first before they fled. Given the level difference and base stat difference, logically, both should have moved first before Poliwag could make any move. This makes me inclined to believe HGSS roamers have negative priority when fleeing and they are programmed to move last no matter where you are. After successfully catching both of them, neither had a -Speed nature either, so it wasn't a matter of them being naturally slower either.
