Given its long, thin hairs and poison that oozes from all over its body as described by the Pokédex, I imagine that Venonat may be based at least partially on venomous hairy caterpillars, especially "rounder" ones like those in the Megalopyge genus. [https://en.wikipedia.org/wiki/Megalopyge_opercularis] Real caterpillars may not have antennae, but it's not uncommon to see them on cartoon representations.
