Both pokemon successfully hit 3 moves each, but Steelix still comes out on top. I suspect this may have something to do with the type effectiveness of their attacks (other sources seem to claim this as well). Is it possible that hitting an SE attack gives you +2 instead of +1? *[https://youtu.be/LCEHEO1T2cM?t=1065 Articuno vs Ursaring] Both pokes hit 2 moves each: Articuno two Substitutes, and Ursaring two Fire Punches. However, Ursaring still won out for Skill.
*[https://youtu.be/WRpQ8aEpeCM?t=1337 Latios vs Relicanth] Both pokes hit 3 moves each, but all of Latios' moves were super effective. Latios won in Skill.
*[https://youtu.be/WRpQ8aEpeCM?t=4360 Latios vs Chansey] Both hit 3 moves each, but Chansey hit one super effective Shadow Ball. Chansey won in Skill.
We now have further evidence that using super effective attacks scores more Skill points, but we still don't know by how much.
Also, [https://youtu.be/WRpQ8aEpeCM?t=5202 this matchup] shows Latios winning Skill against a Gardevoir. Latios hit two Ice Beams and missed the other, while Gardevoir hit a Double Team and two Psychics. Despite that Latios hit fewer moves than Gardevoir, and neither used a super effective move, Latios won. This means that moves that are NVE must score less than moves that are normally effective. Again, we don't know by how much, but it must be less than 2/3 point.
On an unrelated note, [https://youtu.be/NpmWcrq-A40?t=286 this] matchup between a Blissey and a Bellossom gives us insight to how 2-turn moves are handled: Each of the 2 turns score for both Mind and Skill. (Both chose attacking moves on 2 of the 3 turns, and both successfully used their moves on all 3 turns. That video also has more examples of 2-turn moves that support this.)
