{{indent}}To my knowledge, if moving involves deleting a page, you need someone with <code>delete</code> to do it (Administrator or above). The exception is if the page to be deleted (i.e. where it is moved onto) is a redirect page ''that has no history'' (apart from the one revision that created the redirect), then anyone can do it. Either way, you can't move without creating a redirect (which is deleting where you moved it from). :That's odd. I've tried multiple times moving pages onto "no history" redirect pages, and it still says that the page already exists and I can't perform the function.
