:Not necessarily. There's not really any evidence of it being hard or removable the way a helmet is either. The design intent does seem to be hair, especially looking at the entire evolutionary line. ::I don't think we're talking exactly about a hard and removable helmet, it can actually be soft and stucket to Ralts' head. And if we look Gallade's green thing it looks actually quite solid, like a Mormillo's Helmet (look for Origins on it's page).
