:Just to give an answer, both reference Rotom's ability to enter a motor and Charon wanted to make sure he got the credit for discovering Rotom, so he kept it a secret, meaning only he would know about Rotom's ability. And both were also found in the Galactic Building, so it kind of makes it obvious that both the notebook and the journal were written by Charon, especially if the notebook end with "To ensure I get all the credit, my Rotom research must be kept secret.
