The very first expansion, {{TCG|Base Set}}, was released by [[Wizards of the Coast]] on January 9, 1999 and had five separate {{TCG|Theme Deck}}s associated with it. The first four, named {{TCG|Blackout}}, {{TCG|Brushfire}}, {{TCG|Overgrowth}}, and {{TCG|Zap!}}, were each released with 60 cards, each focusing on a different combination of the six types released within Base Set. Blackout, while primarily focusing on the {{ct|Fighting}}, also included {{ct|Water}} Pokémon cards. Brushfire focused on the {{ct|Fire}} and {{ct|Grass}}, while Zap! featured {{ct|Lightning}} and {{ct|Psychic}} Pokémon. The fourth Theme Deck, Overgrowth, doubled up on the Water-type and the Grass-type.
