	:All ~~registered~~ users have access to the move function, although it's possible for admins to moveprotect pages, like the [[Main Page]] is; I assume when a page is moveprotected on Bulbapedia the move tab doesn't show up for non-staff ~~registered~~ users, although I've had staff powers for so long I forget. However, just because you have the technical capability to move a page doesn't mean you should without discussing it first. Also I assume you're using [{{SERVER}}{{localurl:Main Page\|useskin=vector}} Vector] based on your description of the layout (which I don't—I use [{{SERVER}}{{localurl:Main Page\|useskin=monobook}} Monobook]); it's possible that there was a layout change for Vector in the last MediaWiki update.
