The behavior, many abilities; and body plan all match up exactly like King Ghidorah. Hydras to not have wings, nor do they go around blowing things up for no reason. :: Simply because nintendo said it is based on orochi doesn't mean it was also based on ghidorah. They could legally get in trouble for outright stating it's a godzillia reference, and even if they didn't companies generally don't admit to homages like that.
::Orochi is depicted as a multi headed snake. The design of ghidorah and Hydregion are a very atypical representation of that. I feel thatsimply saying they are both based on the same thing when that same thing looks frankly NOTHING like them isn't enough to disqualify it being a reference. Another factor is the japanese name, which ends in the same sound: -dora/dorah. Frankly, Hydregion resembles ghidorah more than ulgamoth does mothra or Tyrantitar does godzillia, and those have their references listed, so this shouldn't even be an issue.
