:::So, it seems that the categories in which locations are classified also vary between game files. Looks like it's random if a player will get Azalea Town as mountain or forest too. In my Crystal version, it's mountain, but in my brother's Silver, it is forest. Some more research is needed. Serebii and Bulbapedia state that if a tree does not contain a Pokémon, then that tree will never have Pokémon in it.
