Walk around in any grass patch in Hoenn and if you are lucky, you might encounter Latias/Latios! Here is one (somewhat expensive) trick for finding and catching it:
Walk around in any grass patch in Hoenn and if you are lucky, you might encounter Latias/Latios!

Select your lead Pokémon to be level 40 or below (unless you have a Master Ball, then it doesn't matter). It should preferably have the ability Shadow Tag or have trapping moves like Mean Look or Block. Wobbuffet is the only Pokémon that can have Shadow Tag. If you want to use a trapping move, a speedy Crobat should do the trick. You'll need your lead Pokémon to be faster than the Eon Pokémon on the first turn. Choose a random route, spray Repel and enter a grass patch there. Save the game and use Sweet Scent or do a bunny hop on an Acro Bike until a wild Pokémon appears. If nothing appears, leave the route, re-enter, and repeat. If Latias/Latios appears, bingo! Throw a Master Ball quickly. If you don't have any Master Balls, Shadow Tag or Mean Look will prevent the Eon Pokémon from escaping. Use a low-powered Bug-, Ghost-, Dark-, Dragon-, or Ice-type move to take out a good chunk of the Eon Pokémon's HP, then use Normal-, Flying-, Poison-, Rock, or Steel-type moves to get its HP bar down to red. Then, throw Ultra Balls until you catch it.

If you accidentally knock out the Eon Pokémon, simply reset the game and repeat the process.
