:Its possible that, in the anime, the initial league shown is a preliminary league and that the Champion League is reserved for the winner, who then goes on to battle the Elite Four and Champion. Or it could be that the Champion League has a group of winners from the regional leagues and they battle, then the winner takes on their regions Elite Four and Champion.
