There's no proof that the armour was in any way interfering with the Pokedex, its just a fan rumour. If the armour was interfering with the Pokédex, then the Pokedex would have stated that. And as for the static on the screen, I believe it was the only time since EP001 that the Pokedex was shown to have no data on a Pokemon, and the next time was about 200 episodes and three years later, so it is pointless to use that as the basis for the argument. In the anime, Mewtwo was known only to a select few members of Team Rocket, and it is highly unlikely that Professor Oak (or Westwood) would be aware of Mewtwo or add it to the Pokedex. Besides, considering that it was counted in the Pokédex in virtually every other medium anyways, even the Trainer's Handbook, which was based on the Anime, it's unlikely that Mewtwo was not scannable due to being an unknown Pokémon.
