There are quite a few lists on bulbapedia of pokemon by height, weight, type, ability, etc, etc, etc. Basically, it would have a list for each game set (RSE, DPPt, HGSS, etc), with a column for "total number of HMs" and then columns for each HM. Since every pokemon would be on the list, and it would contain nothing but facts, it wouldn't be at all subjective. It could also provide information on where the pokemon is first obtainable (if at all) within that game set, thus making it a useful resource for people playing the game.
