:::::::::::Maybe no. Those are often the followed clauses, and people don't just make clauses randomly. Not all rules have corresponding clauses, so they can be added as additional info (see "Updates" section of Random Matchup.) For items, the only item they really ban all the time is Soul Dew. Gen III had Enigma Berry, but Gen IV didn't. One tournament had Leftovers banned.
