:Please notice how none of the characters are from Generation I. ^-^' Also, I highly doubt the anime would base a random person's appearance on a main characters, especially one of the Elite Four. [[Narissa|While one person evades that]], she has a good reason for it. Another reason, the Elite Four takes on challengers, and when they do, they're most likely highly public, hence why it was shown on TV.
