Unova is based on New York (The Manhattan Project), Victini is fire type to get STABon the most powerful no sacrificial move in the game (The atomic bomb's sheer power), and it's PokéDex entries state that any trainer with a Victini will always win (World War II in the pacific was brought to an end with an atomic bombing of Japan). So yeah, like alot of people from other sites seem to be saying, this thing is possibly intended to be based on an atomic bomb in a way.
