As soon as you enter the [[Cerulean Gym]], [[Team Rocket|a figure in black]] slams into you.  His clothing is suspicious enough, so follow him back outside.  The thug ran off towards the cape, and you'll find him on Nugget Bridge.

Jump down the ledges to reach the former Daycare building.  An old woman inside will give you the {{DL|Repel|Cleanse Tag}}, which decreases the chance of wild Pokémon battles when held.
