:How do you fix it? You really can't. Even if you name it properly, it still will not meet notability, so it will just be re-deleted. Now, for that second question, I assume you mean how do you make a userpage? Well, first go {{u|Infernape-007|here}} and try to edit the page it sends you to. If it works, then you can make your page however you feel, as long as it's within the {{bp|userspace policy}}. If it doesn't work, then you don't meet the requirements to make a userpage yet.
