As the article explains, aging in the anime is weird. It's difficult, if not impossible, to mark exactly how the passage of time works, even if they mention how much time has passed; consider that in the Viridian Gym episode, the narrator also says a year has passed. And yet, supposedly, when he meets May, they're the same age. The writers haven't paid much attention to the timeline, and so the aging of characters is difficult to estimate and impossible to track. That's because Naruto has a well-defined time-skip element, both in the manga and the anime. That anime's version of the time-skip is the transition between the original series and Hurricane Chronicles. There are no time-skips in the Pokémon games, hence no time-skips in the Pokémon anime either. If you want Pokémon characters actually aging, you might want to try Pokémon Adventures (Pokémon Special in Japan), where the characters from the Red/Green/Blue and Yellow chapters are older by the time the FireRed/LeafGreen chapter rolls around.
