:Virtually all of them are (or were) like that. The reason is that the Bulbagarden Archives (where the images are stored) doesn't always instantaneously sync up with Bulbapedia. The admins have changed all the Sugimori art on the Archives to a square aspect ratio to make them uniform, and Bulbapedia recognizes the changed dimensions but not the image itself, so it's stretching the old versions of the images to fit the new dimensions.
