::I'm sorry, but you plainly don't understand how a native English speaker would read it. With "is", the statement sounds stilted and wrong because the event is not currently happening. With "was", there is absolutely zero chance that someone could mistake it for saying that Victini and Rayquaza swapped spots, because the state of being first is not mutable. "Was" is simply normal encyclopedic use of the past tense to describe an event (a giveaway) that has already occurred. I'm sorry, but you're simply wrong about this.
