According to the trivia section, Venonat's most recent appearance in a regional Pokédex was in Crystal prior to Scarlet and Violet. However, Venonat appears in the regional Pokédex in FireRed and LeafGreen as well as HeartGold and SoulSilver. Are we just ignoring remakes?
