The main "issue" with Torchic is that its gender difference is ''so'' minor that it isn't easily noticable, so rather than seeing it and going "Oh, there are two different sprites" people go "Why are there two sets of sprites?" On the part about gender differences, it says that Torchic is the only base form of a starter with gender differences. Underneath it, it says that "Tepig also shares this distinction" or something like it. Tepig doesn't have gender differences as far as I know...
