:Good catch, however, technically, it's allowable for forms of "to be" to be noncapped in title case. {{wp|Title case#Headings and publication titles|Fourth rule for articles, seventh for headers}}. That's what echy sez. Plus, eh, "Is" doesn't look good capitalized in the middle of a title.
