I know this is just major speculation on my part, but don't Pokabu and Hihidaruma look alike? Their types are even the same. Also, in the leaked anime art that was proven real, they have evolution of Tsutarja and Mijumaru, but not Pokabu. So it might be an evolution, but it also might not.
