::Its more likely the same as a lot of names in the series: A multiple-context pun. Seriously, having scrappy be a move that lets normal types affect ghost? I don't think its a coincidence. But I also don't think its the only way it works. But given the history of...very unusual pun names (Metagross. Try and figure out how many ways that can apply without stretching to that pokemon. Theres a lot.) its safe to assume that it had some influence. But of course this is all conjecture so until theres proof from the developers, it still shouldn't be on the page.
