In Gen III, it [http://upcarchive.playker.info/0/upokecenter/dex/index.html%3Flang=en&move=270.html apparently] targets the user ("self"). I guess it makes no difference whatsoever (it still boost the ally's moves), so I chose to just let it slide for convenience/clarity. If anyone wants to have it changed, they should not only say it here, but also remove it for Substitute in Gen III (the main reason why I let it slide), and [[list of modified moves]].
