I just added a section on the new platinum content, where all Pokemon can receive foreign entries in Platinum. However I just checked and my Magikarp German entry from Platinum is "Man sagt, es sel das schwāchste PKMN der Welt. Are all the existing Pokémon's entries different, since I don't have any other foreign pokemon that were available for entries in DP.
