And even now they still have Pokemon use Hyper beam then directly use another. In the anime they don't follow the rules of the games. If they did the Pokemon would stand still and just do the attacks and occasionally dodge. Also they wouldn't evolve during battle, would never be able to do combo attacks, contests would be way different etc etc. The games are based on the MANGA not the ANIME so of course its going to be different.
