The wiki gives ownership to the person who has owned it longer or better known, but I and many other users don't believe ownership is clear cut at all regarding Haunter. Here the fact that Brock owned Vulpix for three seasons is enough to name the page after him, despite Suzy. Same with Jessie's Lickitung, James' Cacnea and Dawn's Ambipom.
