Scraggy and Klink; unrecruitable?

Serebii told me that Scraggy and Klink can't be obtained in this stage. Is this true? If so, shouldn't the article mention that somewhere? I'm inclined to think it's true, at least for Klink, as I spent most of the unwinnable Zekrom boss battle Flame Charging Klink after Klink after Klink, with no results other than money. - unsigned comment from Missingno.
