Not saying that this should be removed, because yeah, that is a possibility.  But it's unlikely.  There doesn't need to be a special sprite to do that... they could have just used the Normal-type sprite in the case that it ends up as a ???-type.  Or used some other placeholder... they could have even left it blank.  And also, I doubt that Nintendo cares about preventing game crashes due to stuff that is impossible to do without messing with stuff that shouldn't be messed with.  I mean, there's probably tons of other ways that someone could crash the game when that person starts altering variables and stuff and I'm sure that Nintendo didn't waste their time trying to prevent those game crashes.  Anyway, I have no idea why they made a special sprite for the ???-type.  Maybe it was just because the graphics people got bored and decided to have some fun making something pointless (like the truck in Generation I).
