The Safari Zone was created because of {{p|Dratini}}'s discovery. According to Dratini's Pokédex entry in Pokémon {{game|Yellow}} (in which it was thought to be a myth at the time), a {{tc|Fisherman}} yanked a Dratini out of the water. People flocked to the area in hopes of catching Dratini, quickly killing the landscape in the process. The Safari Zone was quickly erected to keep people from getting in and staying too long. It also gave Pokémon a chance to live in security of some sort.
