Reason: the unlock order for the new engine (the current ones are for the old engine).

Basic Blue, formerly known as Breaking Wave, is a Theme Deck from the Pokémon Trading Card Game Online from the HeartGold & SoulSilver era of the game. It predominantly focuses on Water-type Pokémon. It is no longer available to new players. Like other exclusive Theme Decks from this era, if players already unlocked it, it continues to be playable in all game modes.

The Basic Blue deck

The deck unlocked a card every time a game was won with it, until all eleven cards were unlocked. All deck unlocks had a specific card which was added, and a specific card which was removed.
