With the first of the [[legendary birds]] caught, let's hunt down the second.  Like with {{p|Articuno}}, it's best to bring a large supply of {{ball|Ultra}}s.  To reach the [[Power Plant]], venture east from {{ci|Cerulean}} towards [[Rock Tunnel]], then surf south along the river.  It's not far to the end, where a lone PokéManiac is hanging around outside the building.

This decrepit building has a few items strewn around, but beware: some of the items are actually {{p|Voltorb}} and {{p|Electrode}} in disguise.  Just past the entrance room is a {{DL|Vitamin|Carbos}}, and further along you'll see a {{p|Voltorb|second item ball}}.  The room to the right is a dead-end with both a Voltorb and Electrode, waiting to pounce on an {{player|unsuspecting Trainer}}.  Continue south to the exterior wall, and you'll find {{TM|33|Reflect}}.  Head to the east, and you'll find {{TM|25|Thunder}} (the strongest {{type|Electric}} attack) in the southeast room.  Follow the narrow hallway to a [[Rare Candy]] and an {{DL|Vitamin|HP Up}} in the northeast room.  All that's left to do is head to the west.
