The use of ore does NOT guarantee Bulbasaur is male. Many women use ore to show their masculinity. In Pokémon, we have characters that use pronouns not associated with their gender (Harley's "atashi" and Lila's "boku"), so in no way does use of a pronoun confirm gender.
