The Pokémon Mansion in the northwest is abandoned, having been destroyed by a Mewtwo that broke free of its prison and escaped. Fortunately, the Pokémon Lab next to the Poké Center was spared, so the Fossil revitalization experiment is still operational. This technological mecca is also home to the seventh Gym.
To the northwest is the Pokémon Mansion, a building left in ruins after Mewtwo broke free of its prison and escaped. Fortunately, the Pokémon Lab to the south was spared, so the Fossil resurrection experiment is still operational. The Cinnabar Gym is locked up tight, so Blaine is out of reach without the I.

The key to the Gym is lying around somewhere in the decrepit building.  Also in the mansion are a handful of journal entries that describe the secret experiment that was conducted on the island.  One of the obstacles between you and the I are the Pokémon statues scattered around.  Each one has a hidden switch inside, which opens some doors and closes others when pressed.  A handful of Burglars also prowl the wreckage for abandoned items, so be on guard.

If you hadn't noticed yet, the Cinnabar Gym is locked up tight, and without the List of key items in Generation I you won't be able to challenge Blaine. There's nothing else to do here now, so sneak into the Pokémon Mansion behind the lab.

Pokémon Mansion
Buried somewhere in this run-down building is the List of key items in Generation I to the Cinnabar Gym. <br> Scattered throughout the building are the scientists' journal entries that give clues to the secret experiment that was conducted on the island, so don't forget to read up on the Mewtwo that is said to have been created here.

To find the key, go straight ahead from the entrance to the stairs. Check every statue you come across, the hidden switches inside alternate the electronic doors, opening some doors and closing others. Flip these switches as necessary to collect all the items.

After defeating Blaine, he gives you the Volcano and 38. The Badge also heightens your Pokémon's Special stat. With the seventh Gym defeated, your business on the island is done, so heal up and surf off the dock towards Pallet Town in the north.
Upon his defeat, Blaine awards you the Volcano, as well as 38. This Badge also heightens your Pokémon's Special stat.

Route 21
With the Cinnabar Gym defeated, surf north from the pier to reach 21.

There are no items on this ocean route, and only 9 Trainers.
The waterbound 21 is a quiet route that connects Cinnabar Island to Pallet Town.  Before continuing on to the final Gym, there is another legendary Pokémon to find.  To begin, fly to Cerulean City.
