::The Dive HM is available only after defeating the Elite Four and the champion. Since Hugh was standing in front of the gate only after defeating the Elite 4 and the Champion. I don't know the percentages on this but I just found a Wailord when surfing in rippling water at Undella Town. Perhaps that could be added/looked into? The season was spring, I don't know if it shows up in other seasons or not. | |||
